MEMORANDUM TO: Jon R. Johnson, Director lb, Octobee, 1997 FROM: Division of Reactor Projects, Region II John A. Zwolinski, Deputy Director Division of Reactor Projects I/II Office of Nuclear Reactor Regulation
SUBJECT:
TASK INTERFACE AGREEMENT {TIA 97-020) ST. LUCIE UNIT 1 REQUEST FOR REVIEW OF THE QUALIFICA!IONS AND APPLICATIONS OF WORK PROCEDURE SPECIFICATIONS FOR STEAM GENERATOR WELDMENTS <TAC NO. M99770) During an inspection at Point Beach, Unit 1 (97-010/50*266 and 50-301), the NRG inspector identified an unresolved issue with a welding procedure developed by Morrison-Knudsen Corporation (MK) for steam generator (SG) girth welds. Independent of this inspection, a concerned individual sent to the NRC a list identifying potential problems with 14 of 18 HK weld procedures used on Point Beach's replacement steam generators.
- One of the potential problems was the same identified by the NRC inspector.
The MK contractors that worked at Point Beach on SG replacements are now involved with St. Lucie SG replacements. There is concern that the potential problems identified with the weld procedures for Point Beach may be carried over to the St. Lucie job site. The NRR staff requests that Region II perform a review of the welding work procedure specifications and associated procedure qualification reports used for St. Lucie SG replacements. The review should include the ACTION items listed in the attachment. This TIA request was discussed between Paul Fredrickson, Region II, and Cheryl Beardsl~e. NRR on October 8, 1997. The results of the review can be included in an inspection report. It is requested that the inspection report and. any supporting documents be issued by November 24, 1997, to support a timely resolution of the allegation. The attachment to this'memorandum is. considered "NOT FOR PUBLIC DISCLOSURE." Note that the identity of the alleger is not included in the attachment. Docket No. 50*335

SUBJECT:
TASK INTERFACE AGREEMENT (TIA) - ST LUCIE 1 - REQUEST REGION II REVIEW THE QUALIFICATIONS ANO APPLICATIONS OF WORK PROCEDURES SPECIFICATIONS FOR STEAM GENERATOR WELDMENTS During an inspection at Point Beach, Unit 1 (97-010/50-266 and 50-301). the NRC inspector identified* an unresolved issue with a welding procedure developed by Morrison-Knudsen Corporation (MK) for steam generator (SG) girth welds. Independent of this inspection. a concerned*individual sent to the NRC a list identifying potential problems with 14 of 18 MK weld procedures used on Point Beach's replacement steam generators. One of the potential problems was the same identified by the NRC inspector. The MK contractors that worked at Point Beach on steam generator replacements are now involved with St Lucie steam generator replacements. There is concern that the potential problems identified with the weld procedures for Point Beach my be carried over to the St Lucie job site. The NRR staff requests that Region II perform a review of the welding work Rrocedure specifications and associated procedure qualification reports used for St Lucie steam generator replacements. The review should include the potential problems listed in Attachment 1. This TIA request was discussed between Paul Fredrickson. Region II. and Cheryl Beardslee. NRR on October 8, 1997. A response 1n the form of an inspection report and any supporting documents is requested by November 24, 1997, to support a timely resolution of an allegation.
