STAFF RESPONSE TO THE OFFICE OF THE INSPECTOR GENERALS AUDIT OF U.S. NUCLEAR REGULATORY COMMISSIONS INTEGRATED MATERIALS PERFORMANCE EVALUATION PROGRAM (OIG-20-A-10)

The staff has received the Office of the Inspector Generals (OIGs) Audit of NRCs Integrated Materials Performance Evaluation Program, dated June 15, 2020. This memorandum provides the staffs response to the audit recommendation. The response includes the steps staff has taken, the planned action and the target date for completing the planned action.

The OIG Audit Report made one recommendation with regard to the formal process for the performance of the U.S. Nuclear Regulatory Commissions (NRCs) consolidated Integrated Materials Performance Evaluation Program (IMPEP) review. In December 2019, the Deputy Executive Director for Materials, Waste, Research, State, Tribal, Compliance, Administration and Human Capital Programs approved a single consolidated IMPEP review for all NRC materials programs. Subsequently, staff developed an implementation plan for the consolidated NRC IMPEP review. The implementation plan was still under review, and the procedure to incorporate the plan was not finalized, when the OIG report was issued. The staffs response to the recommendation is provided below.

B. Baker Recommendation 1:

Finalize existing IMPEP guidance that addresses the organization, structure, and procedures to consistently implement NRCs consolidated IMPEP Program.

Response and Planned Action The NRC staff agrees with the recommendation and has already taken steps to address it. The following steps will be taken to address the recommendation:

1. Complete the revision of the existing Interim State Agreement (SA) procedure, SA-100, Integrated Materials Performance Evaluation Program to include aspects of the implementation plan that align with the NRC consolidated IMPEP plan. The procedure will include aspects related to the organization and structure of the consolidated NRC IMPEP review (e.g., Regions and Divisions subject to IMPEP, IMPEP team composition, etc.)
2. The comment period for the Interim SA-100 ended on July 1, 2020. NRC staff will incorporate comments into SA-100, as appropriate, and issue the procedure as final.

The finalized procedure will be posted on the NRCs State Communication Portal under the Office of Nuclear Material Safety and Safeguards procedures tab (https://scp.nrc.gov/procedures.html).
