AMENDMENT 36 - APPROVAL OF CHANGES TO TRAINING QUALIFICATION AND EQUIPMENT PLAN (ENTERPRISE PROJECT IDENTIFIER L-2020-SPR-0005)
Dear Mr. Terry:
This refers to letter 20-018, dated March 5, 2020 (Agencywide Documents Access and Management System [ADAMS] Accession Number ML20073M071 - not publicly available due to security-related information in the cover letter and classified information in the enclosures), in which BWXT Nuclear Operations Group, Inc. - Lynchburg, Inc. (BWXT NOG-L) requested U.S. Nuclear Regulatory Commission (NRC) review and approval of modifications to the BWXT NOG-L Training Qualification and Equipment Plan (TQEP). The changes to the TQEP were listed on the Description of Changes page provided as a classified enclosure to the letter.
The NRC staff has completed its review of the request. The NRC has determined that the changes to the TQEP do not decrease the safeguards effectiveness of the facilitys physical protection program and issuance of this license amendment will not significantly impact the public health and safety and the environment, will not be inimical to the common defense and security, and will not endanger life or property or the common defense and security.
Pursuant to Title 10 of the Code of Federal Regulations (10 CFR) 70.32(e) and 70.34, Safeguards Condition SG-6.2 of Materials License SNM-42 is hereby amended to reference Revision 15 of the TQEP, referenced by letter dated March 5, 2020.
All other license conditions shall remain the same. Enclosures 1 and 2 to this letter provide the amended Materials License SNM-42. The NRC staffs review is documented in a Safeguards Evaluation Report, which is Enclosure 3 to this letter. This letter concludes action on this submittal, and Enterprise Project Identifier L-2020-SPR-0005 is considered CLOSED.
Enclosures 2 and 3 contain sensitive security-related information. Accordingly, they are marked as Official Use Only, and are withheld from public disclosure. When separated from the The letter transmitted contains Security-Related Information. When separated from Enclosures 2 & 3 this letter is decontrolled.
