5090 Kearney Avenue Oakland, CA, 94602 Email: kennethtgibson@gmail.com General Comment Surely one of the responsibilities of the NRC is to protect people from the hazards of the nuclear fuel cycle.

Indeed, there is an existential conflict that must be faced by the NRC as a bureaucracy and by every person in the United States individually. The United States incurred great expense during the Second World War to develop and use the first nuclear weapon. In the 1950's research continued into the realm of "nuclear power" further develop those weapons and to beat weapons into plowshares. The latter became justification for the former. Since the real focus was on killing people, there was too little attention paid to human safety. The people of northern Arizona were exposed to airborne radiation sources from the atmospheric nuclear weapons tests conducted in "the Nevada desert." Of course, mostly indigenous people live there (as did my family at that time - I'm Black). A Navajo friend of my father's got a job at a uranium mine and mill in Dine-tah (Navajo-Land) less than 100 miles from us. He died of leukemia when we lived in New Mexico. My father died of leukemia a couple of decades later. Now, 60 years later, it is clear that the other end of the fuel cycle is just as deadly and no one has found a way to make it safe. Instead, large publicly traded companies that produce nuclear waste in enormous quantities want to transfer that liability to Holtec. No financial statements for Holtec appear on file with the Securities and Exchange Commission. Who is it that is taking on the hazard of killing people in New Mexico and along the railways and roads from numerous waste generators without taking on any material liability for those lives that will be early lost? People who shop for groceries in Hobbs, New Mexico are being told by politicians to welcome more jobs. In fact, they will be welcoming more deaths.
