Dear Mr. DeLaBarre:

Enclosed is are four applications (XB1345, XB1346, XB1347 and XB1348), all dated April 8, 2020, from Micro Motion, Inc., DBA Roxar, and received by the U.S. Nuclear Regulatory Commission, requesting licenses to export gamma sources to Iraq. Specifically, XB1345 requests authorization to export five gamma sources with a combined total activity of 0.0003748 TBq of cesium-137 first to the United Kingdom and then to Oil Technology for Equipment Oilfield Services LLC in North Rumaila, Basra, Iraq.

XB1346 requests authorization to export four gamma sources with a combined total activity of 0.0003038 TBq of cesium-137 to KAR Construction & Engineering Co. Ltd.in Erbil, Iraq.

XB1347 requests authorization to export 2 gamma sources with a combined total of activity of 0.000262 TBq of cesium-137 to NPS Energy Dubai Mulit Comodities (DMCC)

Iraq Branch in Basra, Iraq.

XB1348 requests authorization to export 2 gamma sources with a combined total activity of 0.000152 TBq of cesium-137 to the National Energy for Oil Services Co. in Basra, Iraq.

Before taking action on these requests, we would appreciate your views on each of these applications either individually or in combination, in accordance with Title 10 to the Code of Federal Regulations Part 110.41(a)(10), from the overall perspective of the Executive Branch,

as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.
