Title:

1. What are the known technical or regulatory issues with the current version of the Regulatory Guide (RG)?

The document is technically out of date and does not reflect the current science and application, testing and acceptance of intrusion detection systems. The document does not account for new technologies that require different approaches related to testing and acceptance. The document does not account for regulatory changes in the 2009 Power Reactor Security Requirements Rulemaking and changes to the Reactor Oversight program since the documents last revision.

The RG should be revised to address the issues. The revised RG should refer to NUREG-1959 Intrusion Detection Systems and Subsystems, which provides technical data.

2. What is the impact on internal and external stakeholders of not updating the RG for the known issues, in terms of anticipated numbers of licensing and inspection activities over the next several years?

If this Regulatory Guide is not updated, stakeholders (licensees and applicants) would not have up-to-date guidance for testing and accepting a wide range of intrusion detection sensors and technology. This currently leads to a gap between the guidance and the newer technologies encountered in the field. This gap may result in confusion in terms of what the staff finds acceptable for the conduct of testing and acceptance techniques for particular detection/alarm systems.

3. What is an estimate of the level of effort needed to address identified issues in terms of full-time equivalent (FTE) and contractor resources?

Approximately 0.20 full-time equivalency (FTE) will be required to complete the review and update of the regulatory guide. This may be accomplished with either internal personnel or contractor support.

4. Based on the answers to the questions above, what is the staff action for this guide (Reviewed with no issues identified, Reviewed with issues identified for future consideration, Revise, or Withdraw)?

This RG should be revised.

5. Provide a conceptual plan and timeframe to address the issues identified during the review.

The staff plans to develop a draft guide by the second quarter of CY 2021, and issue it for public comment by the fourth quarter of CY 2021.
