June 8, 2020 ALL AGREEMENT STATES INSPECTION GUIDANCE DURING TRANSITION FROM COVID-19 MANDATORY TELEWORK FOR THE NUCLEAR MATERIALS AND WASTE SAFETY PROGRAMS (STC-20-044)

Purpose:

To inform the Agreement States of the U.S. Nuclear Regulatory Commissions (NRC) inspection guidance and decision-making considerations for the organizations within the NRC responsible for inspections as the COVID-19 public health emergency (PHE) restrictions begin to ease across the country.

Background:

On June 1, 2020, the Director of the Office of Nuclear Material Safety and Safeguards issued a memorandum (Agencywide Documents Access and Management System Accession (ADAMS) No. ML20143A281) to the NRC Regional Administrators Inspection Guidance During Transition from COVID-19 Mandatory Telework for the Nuclear Materials and Waste Safety Programs.

The memorandum included inspection guidance intended to balance the importance of protecting the health and safety of inspectors and site personnel along with the need to conduct effective oversight that supports NRCs critical safety mission. During the ongoing COVID-19 PHE, the NRC will continue to exercise flexibilities as defined in the applicable inspection manual chapters to implement the oversight programs for spent fuel storage, decommissioning sites, uranium recovery, transportation packaging, fuel facilities, and materials licensees.

Materials, Independent Spent Fuel Storage Installation (ISFSI), Fuel Facilities, and Decommissioning programs should continue to perform inspection activities.

Discussion: The decision-making tool provides considerations for inspection activities during COVID-19 PHE recovery. The memorandum with attached inspection guidance can be found in ADAMS (Accession No. ML20143A281).
