REVIEW OF THE DRAFT REGULATORY GUIDE DG-1078,
" STANDARD FORMAT AND CONTENT OF LICENSE TERMINATION l
PLANS FOR NUCLEAR POWER REACTORS," AND" STANDARD l
REVIEW PLAN FOR EVALUATING POWER REACTOR LICENSE l
TERMINATION PLANS" l
l have attached a copy of draft Regulatory Guide DG-1078, " Standard Format and Content of License Termination Plans for Nuclear Power Reactors," and a copy of the draft " Standard Review Plan for Evaluating Power Reactor License Termination Plans" for your review and l
comment. The staff developed the draft guide and draft standard review plan (SRP) to ensure l
that license termination plans address the requirements in 10 CFR 50.82(a)(9) and 10 CFR l
Part 20, Subpart E. We have revised DG-1078 based on your previous review in December l
1997 and public comments on the draft issued on April 4,1998. The public comment period closed on June 30,1998, and we received only minor comments. We have also addressed all i
staff comments that were provided on the draft SRP. The staff recognizes that additional l
guidance is being developed to support implementation of the License Termination Rule.
Based on this evolving guidance, additional revisions to DG-1078 and the SRP may be needed l
to reflect the guidance or consolidate the documents. I am providing you an additional opportunity to comment on DG-1078 and the SRP before issuing these documents. If you have l
any additional comments, please provide them to Larry Pittiglio by November 20,1998.
