SUBJECT:

SUMMARY

OF OCTOBER 27,1998, MEETING BETWEEN THE NUCLEAR PROCUREMENT ISSUES COMMITTEE AND THE U.S. NUCLEAR REGULATORY COMMISSION STAFF On October 27,1998, a meeting was held between the Nuclear Regulatory Commission (NRC) staff, the Nuclear Energy Institute (NEl), and members of the Nuclear Procurement issues Committee (NUPIC). NUPIC met with the NRC to present an overview of its procurement source evaluation process. An attendance list is included (Attachment 1). Materials handed out by NUPIC during the meeting are also included (Attachments 2 and 3). Notification of this meeting was published on September 28,1998.

After brief introductory remarks by the NRC, NEl, and NUPlC, NUPIC presented an overview of its membership, structure, committees and working groups, objectives, and process improvements. NUPIC then provided an overview of its Dry Storage Quality Working Group (DSQG). Having recently begun audits of the processes associated with dry-cask storage,  ;

NUPIC explained its auditing program. NUPlc also provided an overview of its approaches to overseeing and monitoring dry-cask suppliers and sub-suppliers.

Following the presentation, the NRC suggested that NEl develop a standardized audit program for dry-cask storage activities. NEl noted NRC's aggestion and stated that the ultimate responsibility for such activities rests with the utilities.

l Background-4 i e In mid-December 1997, Comed and Wisconsin Electric jointly sponsored a

! request for a collaborative effort to form a utility working group to address l quality and performance related issues related to Dry Cask Storage activities.

  • Recent industry events in this arena demonstrate a need for the quality
orgamzations of the nuclear utility industry to develop and implement a j unified, structured approach to overviewing and monitoring dry cask storage i suppliers and sub-suppliers.
