SAFETY EVALUATION RELATED TO TOPICAL REPORT WCAP-14748/14749 "JUSTlFICATION FOR INCREASING BREAK OPENING TIMES IN WESTINGHOUSE PWRs" (TAC NO. M98031)

The staff has completed its review of the subject report submitted by Westinghouse Owners Group (WOG) by letter of January 31,1997. The staff has found that this report is acceptable for referencing in licensing applications to the extent specified and under the limitations delineated in the report and in the associated NRC safety evaluation, which is enclosed. The safety evaluatior, defines the basis for acceptance of the report.

The purpose of WCAP-14748/14749 was to justify break-opening times (BOTs) greater than one millisecond for the piping in Westinghouse pressurized water reactors (PWRs). By letter dated February 3,1998, the staff sent a request for additionalinformation (RAI) to WOG A '

response to the staff's RAI was transmitted on March 2,1998; however, it did not fully address some of the staff's questions. At a meeting on April 23,1998, with the NRC to discuss WOG's Baffle Barrel Bolting (BBB) program, the response to the RAI was discussed, and the remaining items of concern to the staff were resolved during the NRC/WOG teleconference held on May 13,1998. In the teleconference, WOG was requested to clarify, by letter, the scope and extent to which an approval of the WCAP v7ald be applied. WOG was also requested to provide additionalinformation regarding the 4ffect of crack propagation speeds on BOTs, g/

longitudinal breaks, and the effect of " cold-springing" on the BOT. WOG provided this

information by letter dated June 11,1998. NRC reviewed this response and informed WOG during the meeting of June 26,1998, that all outstanding issues related to WCAP-14748/14749 [fD were satisfactorily resolved.

WOG is requesting that NRC approve this WCAP for generic application to Westinghouse PWRs and has identified a number of areas where an increase in BOT provides benefits.

Based on its review, as discussed in the enclosed safety evaluation, the staff concludes that a design basis BOT greater than one millisecond as discussed in the subject WCAP is acceptable for Westinghouse primary coolant piping in the large break LOCA application to the BBB program. The staff finds the methodology for estimating break opening times for circumferential breaks in branch lines also acceptable. At this time, the staff's approval of the subject WCAP is limited to its application to the BBB program. Future applications to other issues involving different phenomena outside the BBB program will have to be reviewed and approved by the staff on a case-by-case basis.

The staff will not repeat its review of the matters described in the WOG Topical Report WCAP-14748/14749, when the report appears as a reference in license applications, except to ensure that the material presented applies to the specific plant involved. In accordance with procedures established in NUREG-0390, the NRC requests that WOG publish accepted versions of the submittal, proprietary and non-proprietary, within 3 months of receipt of this letter. The accepted versions shallincorporate this letter and the enclosed safety evaluation between the title page and the abstract and an -A (designating accepted) following the report identification symbol.

if the NRC's criteria or regulations change so that its conclusion that the submittal is acceptable are invalidated, WOG and/or the applicant referencing the topical report will be expected to revise and resubmit its respective documentation, or submit justification for the continued applicability of the topical report without revision of the respective documentation.
