Dear Governor Thompson:
I am responding to your letter of September 25,1998, notifying us of your intent to pursue an agreement with the U.S. Nuclear Regulatory Commission (NRC). This agreement will transfer regulatory authority for control of radioactive material to the State of Wisconsin pursuant to Section 274b of the Atomic Energy Act of 1954, as amended. NRC will provide support to Wisconsin as the formal application to become an Agreement State is prepared. After the application is submitted, NRC will conduct a review using the Commission Policy Statement
" Criteria for Guidelines of States and NRC in Discontinuance of NRC Regulatory Authority and Assumption Thereof by States Through Agreement." I have asked Mr. Richard Bangart, Director, Office of State Programs, to coordinate the NRC efforts in our negotiations with Wisconsin. He may be reached at (301) 415-3340.
The Commission is pleased that the State of Wisconsin is interested in participating in the Agreement State Program and looks forward to the continued excellent relationship we have enjoyed in the past.
