DPR-42 50-306 DPR 60 Additional Information Related to Generic Letter 83-28, Item 2.2.2 The purpose of this letter is to provide additional information re-lated to our implementation of the requirements of Generic Letter 83-28, Item 2.2.2, "Vendor Interface," at the Prairie Island Nuclear Generating Plant.

This information was requested by Mr Dominic Di-Ianni, Sr Project Manager, Projects III-1, Office of NRR.

NPRDS and SEE-IN Procedure Enhancements Northern States Pover Company participates in the Institute of Nuclear Power Operations (INPO) Nuclear Plant Reliability Data System (NPRDS) and SEE-IN program. We were also a participant in the INPO Nuclear Utility Task Action Committee which developed guidance for use by utilities in maintaining effective vendor interface programs.

NPRDS and SEE-IN procedures were examined during an NRC inspection conducted on August 31, 1987 through September 24, 1987 at the Prairie Island plant.

This inspection is documented in NRC Inspection Reports 50-282/87015(DRS) and 50-306/87014(DRS) dated October 9, 1987.

No violations or devia-tions were identified.

During this inspection procedure re-visions to enhance the controls for NPRDS and SEE-IN partici-pation were completed.

Vendor Assistance Prairie Island has a program for interfacing with its Nuclear Steam Supply Steam system vendor (Westinghouse Electric Corpora-tion). Westinghouse has a formal communication system for re-porting all recognized safety problems or concerns and for com-municating information on both special and generic concerns, problems, and recommendations to the plant.

Other information is sent to the plant in the form of information bulletins.

Prairie Island does not have formal programs in place for intor-facing with other vendors of safety-related equipment.

Formal interface programs for these vendors would consume an inordinate amount of resources, require the voluntary cooperation of vendors (many of whom no longer actively solicit business from the nuc-lear industry), and would be no more effective than interfacing made in the normal process of operating a safe and reliable gen-erating plant.

Extensive informal contacts between the Prairie Island technical staff and vendors of safety related components occur through telephone calls, meetings, vendor sponsored class-es, and activities supported by utility groups and organiza-

tions, k'e are committed to maintain an effective vendor interface pro-gram for the life of the plant.

Procedures for conducting this program were verified to be in place during the NRC inspection identified above.
