Thank you for your letter of August 15, 1988 regarding the Codes of Practice of the IAEA Nuclear Safety Standards (NUSS)

Program as adopted by the IAEA Board of Governors in June 1988. i The United States Government believes that these Codes consti- i tute appropriate safety standards for use in Agency-assisted i projects and also provide valuable guidance to States which are l developing or substantially revising their national regulatory l requirements. In addition, the Codes can serve as a useful '

reference in the safety assessment of nuclear power plants.

The United States supports the use of the Codes for these purposes, j Relevant requirements in the U.S., while different in detail, are generally consistent with the NUSS Codes. Although these Codes are not legally binding, the national regulatory program of the U.S. will meet or exceed the high safety objectives implicit in the Codes.

15 August 1988 Sir, The Codes of the IAEA Nuclear Safety Standards (hTSS) Prograsse were reviewed and revised by Government experts under IAEA auspices during the past year and were adopted in their revised form by the Board of Governors of the IAEA on 9 June 1988. ne Board authorized me to promulgate the revised NUSS Codes as part of the IAEA's safety standards to be applied, as appropriate, to  !

operations assisted by the Agency. The toard also authorized me to recossend j to all Member States to take the revised Codes into consideration in t 1

formulating and laplementing national regulations and in carrying out actions i

concerning the safety of nuclear power plants.

, In my foreword to the revised hTSS Codes 1 stated that the Codes establish the objectives and basic requirements that must be met to ensure ,

adequate safety in the operation of nuclear power plants, and expressed the hope that they would be accepted and used by Member States as a basis fer i regulation of the safety of power reactors within their national legal and  !

a regulatory framework. .

In the light of the above, it would be useful if you could inform me whether your Government considere the enclosed revised Codes to be appropriate '

l international safety standards for use by States as guidance in formulating and implementing national requireacnts relatinC to the safety of nuclear power plants, and more specifically whether the relevant requirements of your i

national legislation and regulations are consistent with the revised Codes.
