Notification of a Change in Operator Status This letter serves as notification in accordance with the requirements of 10CFR55.25 and 10CFR50.74(c) of the diagnosis of certain medical conditions and the resulting change in status of the Senior Reactor Operators identified below.

- On October 5,1998, and subsequently, a medical examiner from PECO Energy Commny's Occupational Health and Safety Department determined that these indiviuuals no longer meet the standards as set forth in Section 5.4 of American Nuclear Society Standard ANSI /ANS 3.4 983," Medical Certification and Monitoring of Personnel Requiring Operator Licenses for Nuclear Power Plants," as originally certified to the NRC.
The specific medical condition for each individual is identified in Attachrnents 2 through 4, respectively, which contain confidential information, the disclosure of which would constitute an unwarranted invasion of the personal privacy of the individuals involved.
'Therefore, the information in Attachments 2 through 4 is being submitted to the Commission with a request that it be withheld from public disclosure in accordance with ll 10CFR2.790(a)(6) of the Commission's Regulations, and is only being submitted to the Regional Administrator, U.S. NRC Region I. Attachment 1 to this letter is an Affidavit setting forth the reasons in support of this request to withhold from public disclosure.
The medical condition for each individual is being accommodated through an 1:
appropriate medical regime prescribed by the individual's primary care provider.

- In accordance with the requirements of 10CFR55.23(b), also attached for each Senior Reactor Operator is a completed NRC Form 396, " Certification of Medical Examination by Facility Licensee," requesting a conditional license for the individual.

COUNTY OF MONTGOMERY James D. von Suskil, being first duly sworn, deposes and states as follows:
- 1. I am Vice President, Limerick Generating Station of PECO Energy Company and I am duly authorized to execute this affidavit.
- 2. PECO Energy Company has requested, in accordance with Section 2.790 of the Commission's Regulations, that certain information being submitted to the Commission in Attachments 2 through 4 to this letter be withheld from public disclosure.
- 3. This information contains personnel and medical files, the disclosure of which would constitute a clearly unwarranted invasion of the personal privacy of the individuals involved.
- 4. The information contained in Attachments 2 through 4 is of the type customarily held in confidence by PECO Energy Company and is not customarily disclosed to the public. The information has not been disclosed to the public and is not available from public. sources.
- 5. The information should be withheld from public disclosure by the NRC because such disclosure is not required in the public interest and such l
disclosure would constitute an unwarranted invasion of the personal privacy of the individuals involved.
