Docket No. 50 461 U.S. Nuclear Regulatory Cormnission Document Control Desk Washington, D.C. 20555 Subj ee.t Clinton Power Station Submittal of the Updated Safety Analysis Report Dear Sir Pursuant to 10CFR50.71(e), Illinois Power Company (IP) hereby submits one signed original and ten copies of the O Clinton Power Station initial Updated Safety Analysis Report (USAR),

"' The buAR has been prepared considering the additional guidance provided by Generic Letter 81-06, "Periodic bpdating of Final Safety Analysis Reports (FSARs)," dated Fd cuary 26, 1981. The initial USAR is a complete, clean document without change bars or revision numbers and appropriate portions of IP responses to NRC FSAR questions have been incorporated into the body of the USAR.

Two major changes to the USAR are explained below for your information:

The Fire Protection Evaluation Report and the Safe Shutdown Analysis were previously incorporated by reference in section 9.5.1 of the FSAR. They are now incorporated into the USAR as Appendices E and F, respectively.

Since 10CFR50.49(j) requires that environmental equipment qualification documentation be maintained in an auditabic form, the duplication of this information, provided in FSAR Tables 3.10-1 3.10-2, 3.11-1, 3.11-2, 3.11-3, 3.11-4, and 3.11-20, has been removed from the USAR.

This submittal includes: the effects of all changes made through March 29, 1988, in the facility or procedures as described in the FSAR: all safety evaluations performed by IP either in support of requested license amendments or in support of conclusions that changes did not involve an unreviewed safety questions and all analyses of new safety issues performed by or on behalf of IP at Commission request. Identification of changes made through December 31, 1987, under the provisions of 10CFR50.59 were submitted to the Nuclear Regulatory Commission in IP letter U-601144, dated February 29, 1988 Attachment 2 describes those changes made under the provisions of 10CFR50.59 between the issuance of Amendment 38 of the Final Safety Analysis Report (FSAR) and the issuance of the operating license, and those from January 1, 1988, to March 29, 1988 As required by 10CFR50.71(e)(2)(i), the attached affidavic certifies that the information given in the 7s attached USAR accurately presents changes made since the previous submittal ( Amendment 38 of the FSAR), necessary to

( '-) reflect information and analyses submitted to the Commission or prepared pursuant to Commission requirement.

This USAR reflects changes made up to harch 29, 1988.

Subsequent revisions of the USAR will be submitted annually and wi11' reflect all changes up to a maximum of six months prior to the date of filing.
