Pursuant to delegation by the Coonission dated December 29, 1972, published in the Federal Register, 37 F.R. 28710 (1972), and Section 2.721 of the Comnission's Regulations, as amended, and pursuant to the Statement of Policy on Conduct of Licensing Proceedings,13 N.R.C. 452 (1981), two Alternate Members are appointed to the Atomic Safety and i.icensing Board already established to preside in the Offsite Emergency Planning phate of this operating license proceeding.
