NRC STAFF RESPONSE TO LILC0 MOTION FOR LEAVE TO EXCEED PAGE_ LIMIT The Steff of the Nuclear Regulatory Cornission hereby responds to and supports Long Islard Lighting Company's (LILCO) October 5, 1988 motion for leave to extend the page limit en its Petition for Review of ALAB-901 and Follev-On Orders.

LILCO has irdicated that each of the Appeal Board issuances for which revier is sought, ALAB-901, the Order of September 27, 1988 and the itercrandum and Order o' September 29, 198P is a separate "decision or action within the reaning of 10 C.F.R. 2.786(b). Ar such, each would be entitled to a petition of up to ten pages.

Since these decisions and actions are interrelated, LILC0's combined petition of sixteen pages is a reasonable and efficient means of presentino the issues.

Moreover, part of the petition consists of background material that, while not strictly required, would be very helpful in ruling on the petition.

2 For the above reasons the Staff supports LILCO's motion, and requests that the other parties be ellowed a similar extension of the page limit (up to a total of 20 pages) if the motion is granted.
