is unlikely to acquire a sufficient number of personnel to maintain traffic flow and two-way traffic cn evacuation routes or the critical areas identified above. TON does not have and is unlikely to acquire sufficient equipment, e.g. cores or barricades, to maintain such traffic flows. TON does not have and is unlikely to acquire equipnent which will enable it to maintain the passability of roads which_become inpassable due to weather or flooding. TON agrees to supplement this portion of this supplemental answer upon nore specific request or clarification from Applicant as to the facts being sought.
