GENERAL ELECTRIC COMPANY (GE) TOPICAL REPORT NE0C-30936P, "BWR OWilERS' GROUP TECHNICAL SPECIFICATION IMPROVEMEriT HETH000 LOGY (WITH UEMONSTRATION FOR BWR ECCS ACTUATION INSTRUMENTAT!0N), FART 1" We have completed our review of the subject topical report submitted by the BWP Owners' Group by letter dated November 14, 1985. We have found that the methodology in the report provides an acceptable generic basis for supporting l plant-specific Technical Specification changes related to the emergency core l cooling systerns (ECCS) for plants using ECCS. The enclosure to this letter provide s our Safety. Evaluation Report (SER). Our evaluation applies only to the tutters described in the report.

In accordence with procedure; established in NUREG-0390, " Topical Reports Review Status," we request that the GE/BWR Owners' Group publish accepted versions of t.he subject topical report, both proprietary and non-proprietary, within 3 months of recetri of this letter. The accepted version should (1) incorporate this letter. aric the enclosed Safety Evaluation Report between the title page and the l dbstroCt, and (2) include an -A (designated oCCeptance) following the report

Should our acceptance criteria or regulations change such that our conclusions as to the acceptability of the reports are no longer valid, the BWR Owners' ,
