Enclosed is the latest issue of one recently revised Waterford 3 Emergency Plan implementing Procedure. This submittalis being made in accordance with Appendix E of 10CFR50 and 10CFR50.4(b)(5). This revision was reviewed in accordance with 10CFR50.54(q) requirements and was determined not to decrease the effectiveness of the emergency plan.

Included in this submittal is the following procedure:

1.

EP-003-070 (Revision 19), Emergency Communications Systems Routine Testing. This revision requires testing of additional phone lines and describes the testing method. It also requires notification to the NRC Resident inspector upon failure of communication circuits.
