( On October 23,1998, the NRC completed an inspection of your emergency preparedness _

' biennial exercise at the Duane Arnold Energy'Conter. The purpose of this inspection was to .

.

evaluate the performance of your emergency response organization during the exercise. . The

enclosed report presents the results of that inspection.

l

s Areas examined within your. emergency preparedness exercise performance are identified in '  !

l' :the report. Within those areas, the inspection consisted of a selective examination of . i

k

procedures and representative records, observation of performance, and interviews with staff.

r The objectives of the inspection effort were to determine whether the Duane Arnold Energy

.

Center Emergency Plan was adequate and that plant personnel were capable of implementing  ;

ji the Emergency Plan in accordance with NRC requirements. Based on the results of this

F inspection, no violations of NRC requirements were identified.

Overall performance during the 1998 Emergency Preparedness exercise was effective and ,

!- demonstrated that your emergency plan implementation activities met regulatory requirements. i

'

The performance of the staffs in the. Control Room Simulator, Technical Support Center,  ;

Operations Support Center and Emergency Operations Facility (EOF) contributed to safety by -

, taking appropriate actions to mitigate the simulated accident and protect the public. The noted

\ ( stre'ngths were the teamwork among EOF staff and their coordinator with State and county l

' officials.1 Staff and management effectively completed self-critiques.
