( On October 23,1998, the NRC completed an inspection of your emergency preparedness _

' biennial exercise at the Duane Arnold Energy'Conter. The purpose of this inspection was to
.
- evaluate the performance of your emergency response organization during the exercise. . The
.
enclosed report presents the results of that inspection.

s Areas examined within your. emergency preparedness exercise performance are identified in '

- the report. Within those areas, the inspection consisted of a selective examination of .

- procedures and representative records, observation of performance, and interviews with staff.
The objectives of the inspection effort were to determine whether the Duane Arnold Energy
r
- .
- Center Emergency Plan was adequate and that plant personnel were capable of implementing
ji
the Emergency Plan in accordance with NRC requirements. Based on the results of this
F
inspection, no violations of NRC requirements were identified.
Overall performance during the 1998 Emergency Preparedness exercise was effective and
,

demonstrated that your emergency plan implementation activities met regulatory requirements.

The performance of the staffs in the. Control Room Simulator, Technical Support Center,
Operations Support Center and Emergency Operations Facility (EOF) contributed to safety by -
, taking appropriate actions to mitigate the simulated accident and protect the public. The noted
\\ ( stre'ngths were the teamwork among EOF staff and their coordinator with State and county
l
' officials.1 Staff and management effectively completed self-critiques.
