In the Matter of ) Docket Nos. 50-327 Tennessee Valley Authority ) 50-328 SEQUOYAH NUCLEAR PLANT (SQN) - TECHNICAL SPECIFICATION CHANGE 88-04 In accordance with 10 CFR 50.90, we are enclosing a requested amendment to licenses OPR-77 and DPR-79 to change the technical specifications of SON units 1 and 2. The proposed change implements a recommendation contained in Generic Letter (GL) 84-15, "Proposed Staff Actions to Improve and Maintain Diesel Generator Reliability." TVA requested an amendment to change SQN's units 1 and 2 technical specifications to incor.wrate the provisions of l GL 84-15 by letter dated February 1, 1985, folio sd by a supplemental I August 8, 1986 letter. NRC granted approval of TVA's proposed change to SQN's I technical specifications by a February 3, 1987 letter (Amendment No. 52 to

( Facility Operating License No. DPR-77 and Amendment No. 44 to Facility l Operating License No. OPR-79). Because of the complexity and nature of the l

changes involved in the February 1985 and August 1986 letters, TVA failed to

! include one of the provisions of GL 84-15 regarding the reduction of diesel generator fast starts. TVA requests that NRC review the proposed amendment to SQN's technical specifications to allow SQN to reflect the missed provision of the GL.

Tne proposed technical specification change is identif4d in enclosure 1. The justification for the proposed technic 01 specification change is provided in enclosure 2. A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in enclosure 3.

Enclosed is a check for the $150 amendment application fee required by 10 CFR 170.12.
