Reference:

TVA letter to NRC dated March 1, 1988, "Sequoyah Nuclear Plant (SQN) - Technical Specification Change 87-44" In accordance with 10 CFR 50.90, we are enclosing a requested amendment to licenses DPR-77 and DPR-79 to change the TSs of SQN units 1 and 2. The proposed change deletes the organization charts (figures 6.2-1 and 6.2-2) and references to them from section 6 of the TSs in accordance with Generic Letter (GL) 88-06. Section 6 is also revised to change the title of the Nuclear Power Manager and to' change the references to the unit staff and organization.

The proposed TS change is identified in enclosure 1. The justification for the proposed TS change is provided in enclosure 2. A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in enclosure 3.

The proposed changes to incorporate GL 88-06 supersede several changes proposed in TS 87-44. To avoid confusion, the proposed changes to pages 6-1, 6-3, and 6-4 of the units 1 and 2 TSs as identified in TS 87-44 are withdrawn.

Enclosed is a check for the $150 amendment application fee required by 10 CFR 170.12.

Approval and implementation of this proposed license amendment would greatly facilitate the planned reorganization of TVA's management structure as described in our June 3, 1988 letter to S. D. Ebneter. The reorganization will enhance TVA's management function, and ultimately nuclear safety, by consolidating the current functions within the Office of Nuclear Power into seven areas. Each of those seven areas will report to a Vice President, thus reducing the number of managers reporting directly to the Senior Vice President (Manager) of Nuclear Power. This narrowing of the Senior Vice President's span of control is consistent with NRC cc'ments on TVA's management structure provided in the July 1987 safet, evaluation report on TVA's Corporate Nuclear Performance Plan.
