This request is submitted to support operation of the Waste Handling and Packaging Facility (WHPF). The proposed change requests the addition of the WHPF vent radiation monitor to the Recovery Operations Plan. Addition of this monitor is consistent with current practices and does not endanger the health and safety of the public. Per the requirements of 10 CFR 170, an application fee of $150.00 is enclosed. Thrsa Mile Island Nuclear Station, Unit 2 (TMI-2) Operating License No. DPR-73 Docket No. 50-320 Recovery Operations Plan Change Request No. 36 The Licensee requests that the attached pages 4.3-4a and 4.3-5a of the Recovery Operations Plan (ROP) replace the existing pages 4.3-4a and 4.3-5a. This change request proposes the addition to Table 4.3-3 of a radiation monitor for the WPF ventilation system. Reason fer Change The proposed change will ensure that the radiation monitor utilized in the operation of the MPF ventilation system receives appropriate surveillance. This will facilitate protection of the health and safety of the workers and the general public by monitoring the WHPF ventilation system exhaust pathway for particulate releases. Safety Evaluation Justifying Change Placing the radiation monitor in the Recovery Operations Plan is conservative in that controls are being added to increase the protective margin of the health and safety of the public and the workers. The instrument monitors the release pathway via the WHPF ventilation system exhaust and serves to alert operators in the event of an abnormal release of particulates. Although the release point is filtered by a EPA filter, the proper operation of the radiation monitor adds defense in depth agal..st unexpected releases. Completion of the proposed surveillance will assure that the monitor functions properly. Amendment Class Per the requirements of 10 CFR 170, Licensing Fees, an application fee of $150.00 is enclosed. l l l
