Dear Mr. Russell:
In a meeting with your staff on June 9, 1988 Philadelphia Electric Company was requested to provide information concerning the actions taken to respond to the conclusion of Audit Report AP88-48PL. This Audit was conducted from 4/4/88 - 4/29/88 by our Nuclear Quality Assurance (NQA) organization.
The-Audit was of the Peach Bottom Atomic Power Station Physical Security Plan and Procedures. The Audit Report concluded that while the Peach Bottom Atomic Power Station Physical Security Program properly addresses the requirements of 10CFR73.55, the overall effectiveness of the program, at the time o_f_ the audit, did not yield the level of protection against radiological sabotage as delineated in the general performance objectives of 10CFR73.55(a). The Report listed two Significant Non-Compliance Reports (SNCR) to support this conclusion and also included two Non-Compliance Reports (NCR).
Immediately on notification of the individual findings during the course of the Audit, corrective e: tion was initiated to remedy the problems noted. A complete listing of actions taken or planned in response to the two SNCRs and the two NCRs is provided in attachments 1 - 4.
Subsequent to the Audit, inspections by Philadelphia Electric Company supervision and by Nuclear Quality Assurance indicate that Peach Bottom Atomic Power Station is in compliance with the general performance objectives of 10CFR73.55(a) and the Peach Bottom Atomic Power Station Physical Security Program.
In a management meeting with your staff on February 26, 1988 we l
discussed actions taken, or planned, to improve the effectiveness of the security forces.
Those actions which were not completed at tnat time are l
being accomplished as scheduled. The increased contractor manning levels have resulted in greater contractor oversight, reduced overtime, and reduced turnover rate.
The addition of a lieutenant for each shift by the contractor has been completed. The positions for Philadelphia Electric Company Shift Security Assistants (SSA) will be fully staffed at eight by June 20, 1988.
Staffing this position began last summer to increase Philadelphia Electric Company oversight of security operations.
The most recently hired SSA has in excess of 25 years of law enforcement experience.

No items requiring immediate corrective actions are identified in the observations and recommendations of the Audit.
However, they will all be evaluated and those recommendations which are accepted will be implemented as part of a long term plan to improve the overall security effort at Peach Bottom to a level which exceeds the ganeral performance objectives of 10CFR73.55(a).
Since the attachments to this letter t7ntain safeguards information, it is requested that the information be protec?ed in accordance wi" the requirements of 10CFR73.21.
