CK/86/2/24 February 1986 UMTRAP STATUS REPORT Low-Level Waste and Uranium Recovery Projects Branch Division of Waste Management I. Site Summaries WM-42 CANONSBURG, PA (NMSS:WM)

The NRC lead has been transferred from the Division of Fuel Cycle to the Division of Waste Management._ The NRC has concurred in the Remedial Action Plan (RAP), and remedial action consisting of stabilization-on-site is 98%

complete. NRC is reviewing Canonsburg's Revised Site Maintenance and Surveillance Plan. In addition, NRC staff has reviewed revisions to the Remedial Action Inspection Plan. NRC has concurred in a proposed modification of the remedial action consisting of disposal of a small volume of contaminated material outside the encapsulation cell. DOE is planning its first fonnal post-completion inspection in early summer of 1986.

WM-41 SALT LAKE CITY, UTAH (NMSS:WM) ,

Concurrence in the RAP and RAIP has been given and construction has started, although presently work has essentially ceased due to adverse winter weather conditions. Construction activities are expected to resume in mid-March. To date, approximately 22% of the tailings and contaminated materials have been moved to the Clive site. Review of two proposed RAP modifications is in progress; the staff is awaiting additional information pertinent to these proposals (see status of issues attached).

WM-58 SHIPROCK, NM (NMSS:WM)

Conditional concurrence in the RAP has been given, and construction is underway.

Work has continued through the winter, and contaminated material placement is presently about 95% complete. Approximately 10% of the radon barrier has been placed. Additional information for review has been submitted by DOE pertinent to two of the four conditional concurrence issues. The staff is in the process of reviewing supplemental seismic studies, and has given verbal approval of the concept of revisions to the erosion protection design. A RAP modification concerning this erosion protection design will be submitted for NRC review and final concurrence. Information on the other two issues (see issues summary) is still outstanding. CK/86/2/24 nonconformance identified in the NRC's October 1,1985 site inspection; review has been completed, and by letter dated January 15, 1986, DOE was notified that the corrective actions and subsequent moisture specification changes are acceptable and appropriate.

WM-48 DURANGO, CO (URFO)

Draft and final EIS and the Draft RAP, presenting a preferred alternative of relocation to Bodo Canyon, have been reviewed by NRC. A revised RAP is being prepared by DOE based on NRC staff concerns related to erosion protection design and suitability of soil cover material.

WM-64 LAKEVIEW, OR (URF0)

NRC/URF0 has completed its review of the EA and RAP. The preferred alternative ccm sts of trucking the tailings and other contaminated site material to a seven road miles NW of its present location. DOE, NRC and the State of Oregon are presently resolving aspects of the site preliminary design.

Construction is tenatively scheduled to begin in Spring, 1986. On December 13, 1985, a hearing took place regarding a petition to require Oregon to issue a site certificate to DOE for disposal of the Lakeview tailings at the Collins Ranch disposal site. The Energy Facility Siting Council turned down the petition request. On February 7,1986 NRC/URF0 prepared a Preliminary Technical Evaluation Report resulting from the NRC review of DOE's proposed action at Lakeview.

WM-60 RIVERTON, WY (NMSS:WM)

The NRC has reviewed drafts of NEPA support and the RAP. The preferred alternative is stabilization-in-place (SIP). However, consolidation of the Riverten tailings with an active mill site in the Gas Hills of Wyoming, 45 miles away, has been suggested by the State of Wyoming. The project is on hold pending progress in resolving whether to consider this suggestion. DOE has formally rotified the Goverment of Wyoming that SIP is safe and still the preferred alternative, although alternatives would still be taken into consideration.

WM-61 GUNNISON, C0 (URF0)

Preliminary draft and draft EA's and RAP's presenting a preferred alternative of stabilization-on-site have been reviewed by NRC. In response to NRC review and local and state comments, DOE is revising the EA and RAP to consider additional alternate sites. Review of revised EA/ RAP is scheduled to begin October, 1986.

WM-73 TUBA CITY, AZ URF0 WM-70 MONUMENT VALLEl, AZ URF0 NRC staff have visited these sites and participated in discussions with DOE / TAC on preliminary characterization and design. In particular, NRC has provided guidance to DOE on location and number of additional wells for further groundwater characterization at Tuba City, Monument Valley, and Mexican Hat.

Initial EA/ RAP review began January 1986 on Tuba City and Ambrosia Lake.

Initial EA/ RAP reviews for Mexican Hat and Monument Valley are scheduled to begin by March 10, 1986.

CK/86/2/24 Transfer of Casework to URF0: WM staff is working with the RIV/URF0 staff in the assignment of site-specific UMTRA casework to the Denver office (URF0). As of February 21, 1986 all site casework for UMTRAP except for Canonsburg,

- Riverton, Salt Lake City, and Shiprock has been transferred to URF0. This action will serve to balance the casework load in light of URF0's declining active site licensing activities and WM's increasing low-level work. It is expected that all UMTRAP review work will be carried out by the Denver office in FY 87. Overall program management will remain as a headquarter's function.
