Braidwood Ste'.lon Unit 1 Application for Emergency Amendment to Facility Operating License NPF-72, Appendix A, Technical Specifications NRC Docket No. 50-456

Dear Mr. Murley:

Pursuant to 10 CFR 50.90, commonwealth Edison hereby requests an emergency amendment to Appendix A, Technical Specifications, of Facility operating License NpF-72. The proposed amendment is a one-time only change for Technical Specification 4.3.1.1 for the Reactor Trip System Instrumentation. The change proposes on a one time basis to extend an additional ten (10) days, the monthly surveillance interval for the Power Range Neutron Flux High Setpoint.

This change is necessitated due to the discovery of fifteen (15) blocked thimble tubes in Braidwood Unit 1. A substantial effort has been made to clear the blocked thimble tubes resulting in 42 (72%) being clear as of June 2, 1988. This has resulted in Unit 1 being two (2) short of the Technical Specification minimum of 44 (75%) required for the above surveillance. Efforts to clear the remaining thimble tubes have not 1,een successful. The proposed Technical Specification change will allow Unit 1 to operate an additional ten (10) days during which preparations will be made for an orderly shutdown to allow for the clearing of the thimble tubes.

Since all possible efforts have been made to clear the blocked thimble tubes, prortpt NRC review and approval of this proposed amendment is requested under the provisions of 10 CFR 50.91a(5). Verbal notification of Commonwealth Edison's intent to request this amendment was provided to NRR on May 27, 1988 and a teleconference with the NRC staff was held on June 2, 1988, pl Il eeostio2esoog2 - V/ check #3 DR ADOCK C5 6 0 '[fM

F T.E. Murley June 2, 1988 The proposed amendment has received both on-Site and off-site review and approval. We have reviewed this proposed amendment in accordance.with 10 CPR 50.92(c) and determined that no significant hazards considerations exist.

Our review is documented in Attachment B. A safety evaluation is included in Attachment C.

commonwealth Edison has notified the State of Illinois of this application for an emergency amendment by telephone. A copy of this letter and its attachments has been transmitted to the designated State official.

Approval of this proposed amendment is required prior to 3:00 p.m.,

C.D.T. on June 2, 1988.

In accordance with 10 CFR 170, a fee remittance in the amount of

$150.00 is enclosed.
