OF THE OCTOBER 27-28,1998, MEETING WITH THE NUCLEAR ENERGY INSTITUTE TO DISCUSS OPTIONS FOR REVISING THE REGULATORY OVERSIGHT PROCESS l

A meeting was held on October 27 and 28,1998, during which the industry and the NRC discussed methods for developing improvements to the performance assessment and regulatory oversight process in the Safeguards area, The agenda used for the meeting and the list of participants are attached.

The meeting was opened with an introduction to the approach used in the Performance i Assessment workshop conducted September 28-October 1,1998. This covered the cornerstone l and Performance indicators (PI) philosophy, defining principles, methods, and goals. The goal of this two-day working meeting was to bring the area of Safeguards up to the same level of development that the other areas reached during the public workshop.

There was general alignment in the comerstone and PI philosophy.

An additional public meeting between NEl and the NRC was tentatively scheduled for November 5,1998, to obtain further feedback on fundamental issues and to discuss the results of the NEl effort to get industry alignment on the performance indicators.

  1. h hb SAFEGUARDS CORNERSTONE Assure that there is no breakdown of the physical protection that significantly weakens protection, of vital equipment necessary. See safe plant shutdown, against the design basis threat ofradiological sabotage.

Objectives -

Internal Threat: Assure that controls are in place to adequately protect against radiological sabotage by an insider.

External Threat: Assure that controls are in place to adequately protect against radiological sabotage by an external threat.

SECURITY Objective: Assure there is no breakdown of the physical protection that significantly weakens protection, of vital equipment necessary for safe plant shutdown, against the design basis threat of radiological sabotage.

Scope: Physical security program Desired Results: Effective implementation of the physical security program and plans to assure protection of vital equipment against the internal and external threat ofradiological sabotage.

Key Attributes: Identification ofpotentialinternal threats, implementation of actions to protect against internal threats; identification of potential external threats; implementation of actions to protect against external threats.
