As part of the renewal action of Babcock and Wilcox's License No. SNM-778, we have conducted a detailed review of your environmental report submitted to the Nuclear Regulatory Coninission on November 26, 1985. Additional information is required in order to complete the environmental assessment associated with your license renewal. Enclosed is a list of environmental questions regarding.

the Lynchburg Research Center's (LRC) activities. These questions were discussed during our site visit on March 13, 1986.

Written responses to the enclosed questions are necessary to complete our renewal process. The environmental review schedule calls for the receipt of eight copies of your responses by May 12, 1986. COMMENTS AND QUESTIONS ON LRC ENVIRONMENTAL REPORT Question 1: Provide a plot plan of the LRC facility, showing buildings, radioactive waste disposal facility, liquid waste disposal facility, and topography.

Question 2: Provide a map showing locations of vegetation, silt, gross

, alpha, surface water, and air sampling stations. Are these i monitoring programs (listed in Table 2.2-2.6) conducted by LRC in addition to the programs performed by the Naval Nuclear Fuel Division (NNFO) and Commercial Nuclear Fuel Plant (CNFP)? olease explain.

! Question 3: Explain the results in Table 2.2-2.6 in relation to the LLD's listed by describing methods of sampling.

Question 4: Explain the method of collecting air samples and their relation to the results in Table 2-6. Explain why an isotopic analysis i has/has not been performed and what were the results-(in particular, what radionuclides and their concentrations).

Question 5: Describe the methods used in sampling and analysis of the 4

radionuclides released to NNFD. Explain how NNFD measures the concen'trations of radionuclides that are discharged after treatment 1 to the James River.

Question 6: Explain the method of deriving the quantities of release in Table 3-4 and their relation to the LLD's listed.

Question 7: For fissile and Pu please report the wastes in curies, with U-234 included; for source material - report the wastes-in curies including daughter products.

Question 8: In section 3.2.2.1, give an estimate of the amount of hot cell-solid waste that will be generated in the next 5 years.

Explain the current plans for the interim and ultimate disposal of the waste. -

Question 9: In section 3.3.2, describe the liquid waste retention tanks including their location and the monitoring program for leakage and leakage history. Also describe the contaminated solid waste tubes,.their location, and history of leakage.

Question 10: In section 3.3.2.2, describe the waste system, including the ultimate

, discharge of all types of waste. Is there any radioactive material discharged into sanitary waste? Please explain.

Question 13: In section 5.1.3, state the distance from LRC to the nearest resident and the values of 0F, and DF7 in the equation on page 5-5.
