TRIP REPORT DATE: March 25, 1986 LOCATION: Uranium Recovery Field Office, Denver, Colorado PURPOSE: DOE briefing and discussion of generic aspects of the UMTRAP program.

, The morning session consisted of briefings by J. Arthur, J. D' Antonio, R. Bearden, and D. Sunners covering a variety of generic topics pertinent to procedural aspects of the UMTRA project. The subjects addressed included the DOE /NRC Memorandum of Understanding (MOU), scheduling, early site assessment /CADSAR, value engineering (VE), quality assurance, remedial action inspection plans, audits / inspections, certification,'and licensing. D. Gillen summarized NRC's early thoughts on an alternative to the issuance of 22 separate site-specific licenses. Both URF0 and DOE seemed receptive to the rulemaking/ general license approach that was presented.

In the afternoon session (D. Smith, E. Hawkins, P. Garcia, D. Gillen, J. Arthur, and J. D' Antonio in attendance), additional aspects of the morning's briefing were discussed. Issues discussed were as follows:

1. NRC Value Engineering participation - D. Smith indicated that contrary to DOE's wishes, the NRC would not be receptive to participation with DOE in VE sessions on remedial action design. In keeping with its concurrence role, as opposed to the participation role of states, tribes etc., the NRC would comment, if requested, on the results of VE studies.

2. NRC construction inspections - Following indications in the morning session, that NRC and DOE would perform joint construction inspections, D. Smith made it clear that DOE's contractors are not to-be co-audited by NRC and DOE. Rather, the NRC will be inspecting DOE's implementation of their QA/QC program.
3. MOU revision - Revisions have been oroposed for the MOU. DOE and NRC have agreed to postpone the modification until additional foreseen changes can be finalized. The additional changes would include aspects of CADSAR, VE and licensing procedures.

New Mexico Title II turnover - D. Smith informed DOE of the impending

4 return of the New Mexico uranium recovery licensing program to NRC.

He indicated that the expected additional workload and its impact on URF0's involvement in the UMTRA Program is being evaluated.

Additional Discussion on March 26 On the morning of March 26, 1986, D. Gillen discussed additional items with URF0 staff as follows:

1. C. Jierree provided copies of written testimony acquired at the

, previous day's EPA hearings in Denver on the proposed Radon Standards under the Clean Air Act. This information has been given to C. Kussel, WMLU.

2. The near-future schedules of P. Garcia and E. Hawkins were discussed in order to set approximate dates for construction inspections of the Shiprock and Salt Lake City sites. The week of May 5, 1986, was tentatively selected for these inspections.
