WPDES PERMIT N0. WI-D000957-3 POINT BEACH NUCLEAR PLANT On May 25, 1988, the company notified the Department that the daily maximum total residual chlorine (TRC) limitation was exceeded at the Point Beach Nuclear Plant. The TRC concentration in the Unit I discharge (sample point 001) was 0.37 mg/l on May 25, 1988. The following summarizes the results of our investigation. -
The exceedance was due to the failure of the temporary dechlorinating system to provide an adequate volume of sodium bisulfite to dechlorinate the Unit I discharge. The sodium bisulfite is drawn by vacuum suction from the sodium bisulfite tank to Unit 1. A temporary blockage in the sodium bisulfite discharge line allowed chlorinated water to be discharged without dechlorina-tion. This discharge occurred for approximately 24 minutes. Although the company had orderad a flowmeter for that line, it was on backorder and had not been received at the time of the incident. A temporary flow indicator has been installed in the sodium bisulfite line and the permanent flowmeter, which is still on backorder, will be installed as soon as it arrives. In the future, operating personnel will check the flow sensor to verify that the sodium bisulfite feed system is cperating prior to beginning the chlorination.
