Dear Mr. Thorne:

Enclosed is a letter from Self-Powered Lighting regarding the export of tritium to the United Kingdom.

Rather than extend the expiration date of export license XB001181, as requested, we advised the licensee that we preferred to issue a new broad license (XB001267) to cover anticipated needs for the next three years.

In response to our inquiry regarding export requirements over the next three years, the licensee estimated his needs to be 1,000,000 curies per year for a total of 3,000,000 curies.

The licensee also requested that the license conditions allow up to 50,000 curies per individual shipment and up to 1,000,000 curies per year.

The larger quantity reflects an increase in orders which the licensee has been receiving from his foreign customer.

The end use and ultimate consignee remain unchanged.

Before taking action on this license request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act of 1954 as amended.
