This Letter is to endorse your proposed rule clarification that will permit low power testing of nuclear electric power generating facilities without the need for having siren warning systems in place and operable.

I am deeply concerned that nuclear generating plants have become a politic 21 football that in spite of the rational and economic need will be kept from operating by those who are unable or unwilling to understand they are safe and dependable.

At this time my immediate concern is seeing the Seabrook Station commisaioned and operating to relieve New England's immediate electrical energy supply problems, In the future I believe the economic growth of our country will be limited unless we recognize the many advantageous to the safe and economic generation of electricity using nuclear energy.
