Dear Sir:

I understand the Commission has under consideration a proposed new rule that would clarify the emergency planning requirements new nuclear i

4 power plants must meet before low power testing is conducted. The new rule i

i.

will make it claar that off-site emergency sirens do not need to be in plate prior to low power testing.

2 This is to inform you that I fully sLpport the new rule.

It is important to us in New England that Seabrook Station start low power testing without further delay as the next step toward comercial operation.

(.

Seabrook's power is urgently needed!

Experts agree that sirens and energency plans certainly do not need to be in place in order for low power testing to take place.

I urge you to enact this new rule as soon as l

possible.

Sincerely yours, /i
