Gentlemen:

I concur with the NRC's proposed rule change which makes it clear that OFFSITE EMERGENCY SIRENS NEED NOT BE IN PLACE WHEN LOW POWER TESTING OF A NUCLEAR POWER STATION IS CONDUCTED.

This is a sensible rule and it is a rule that is important to our energy supply structure!

Furthermore, the experts agree that such low power testing poses no threat to the public, and consequently, sirens are unnecessary during

( this phase of plant operation.

Opponents are trying to exploit the ambiguity of the current rule to stop certain plants f rom opening. In Massachusetts, for example, they have even gone so far as to pursuade some public officials to re-move existing siren systems in an ef fort to block Seabrook Station's progress.

I join with the numerous supporters of nuclear power and applaude your proposed "Clarification of Emergency Planning Requirements for Low Power Licenses".

This may be the most important rule ever to be enacted!
