SUBJECT: NRC INSPECTION REPORT 50-483/98-23

Dear Mr. Randolph:

From October 13-15,1998, a routine, announced inspection was conducted at your Callaway

Plant reactor facility. The enclosed report presents the scope and results of that inspection.

The results of the inspection identified an improving performance trend. Effective steps were

taken to improve the emergency response organization response times.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its

enclosure will be placed in the NRC Public Document Room. j
