Operating License No. DPR-50 Docket No. 50-289 Response to the Request for Additional Information Regarding Technical Specification Change Request 255 The purpose of this letter is to provide the response to the May 28,1997 NRC request for additional information regarding Technical Specification Change Request 255 for Three Mile Island Unit 1 (TAC No. M98522). The attachment addresses the questions identified as a result of your review of the February 7,1997 GPU Nuclear submittal.
Response to a second request for additional information dated June 11,1997, related to calculations showing that additional sources of hydrogen will be accommodated by the hydrogen recombiners, will be included with a separate submittal on this subject in the near future. Therefore we respectfully request that the portion of Technical Specification Change Request 255 related to the hydrogen recombiners be withdrawn.

Issue 1 -Items regarding the removal of the seismic instrument maintenance requirements from the Technical Specifications:
Item 1 Indicate the document that will contain the quarterly seismic instrument battery check and calibration requirernents after their removal from the Technical Specifications.
Response to item 1 - The quarterly seismic instrument battery check calibration requirements, which are currently contained in Technical Specification procedure 1302-3.2 " Strong Motion Accelerometer Battery and Calibration," will be converted to a Preventive Maintenance Procedure. The title may change to reflect removal of the batteries when the new computerized system was installed.
Item 2 Indicate whether or not you plan to implement the recommendations contained in the Electric Power Research Institute document EPRI-NP-6695 " Guidelines for Nuclear Plant Response to an Eanhquake."
Response to Item 2 - The recommendations contained in the Electric Power Research Institute document EPRI-NP-6695," Guidelines for Nuclear Plant Response to an Eanhquake,"
will be implemented at Three Mile Island Unit I and will be referenced in procedure 1202-30, " Earthquake."
