Dear Mr. Knight:
. In accordance with Section G.5, Task Order Procedures, of the subject contract, this letter definitizes the subject task order. This effort shall be performed in accordance with the enclosed Statement of Work.
Task Order No. 238 shall be effective from October 26,1998 through December 30,1998. The total cost ceiling is $12,965.00, of which $11,002.00 represents the reimbursable costs, and the amount of $1,013.00 represents the fixed fee.
Incremental funding in the amount of $12,000.00 is being provided at this time. Accounting data for this Task Order is as follows:

October 26,1998 through December 30,1998 BACKGROUND The NRC's PRA Policy Statement states, in part, that the use of PRA technology should be increased in all regulatory matters, where practical within the state of the art, to reduce unnecessary conservatism associated with current regulatory requirements.
The NRC Commissioners, in a tasking memorandum dated August 7,1998 and in an SRM dated September 14,1998 requested that the staff perform an evaluation of indottry proposals and rulemaking petitions, and identify options on modifying 10 CFR Part 50 to make it more ris!<
informed. As a result, the staff has formulated objectives of risk-informed regulations based on existing NRC policy, the NRC strategic plan, and on concerns raised by representatives of the i
public and the nuclear industry. The staff has met with the ACRS subcommittee to discuss these objectives and the approaches and options for rule changes. Two public nieetings with the Nuclear Energy Institute (NEI) have also been held to obtain input and preliminary feedback from the nuclear industry. The NRC plans to conduct a public meeting on October 27 and 28, 1998 to discuss potential Part 50 rule changes with all stakeholders. A draft paper on the options for rulemaking including the purpose and objectives, the options for achieving these objectives, and an assessment of the options regarding effectiveness and efficiency is scheduled to be sent to the Commissioners by November 9,1998.
OBJECTIVE The objective of this task order is to obtain technical expertise to assist the NRC staff in the review and analysis of comments and suggestions obtained during the October 27 - 28 public meeting, and to provide additional comments and/or suggestions where appropriate.

TECHNICAL AND OTHER SPECIAL QUALIFICATIONS REQUIRED i
This task order requires specialists with a) familiarity;and expertise in NRC regulations and regulatory approaches, including the bases for these regulations, b) expertise in the probabilistic risk assessment (PRA) methodology, in particular, that associated with making most effective use of quantitative and qualitative results for setting priorities, and c) familiarity with the broad range of PRA applications in nuclear reactor regulation.

In performing the work of this SOW, it is understood that continued interaction will be required i
between the contractor and the NRC Technical Monitor for the Task Order so as to exchange l
information, resolve any ambiguities, make timely modifications to tasks, and maintain focus on the desired product. NRC licensees are not to be contacted directly without specific authorization for the NRC Technical Monitor.

OTHER APPLICABLE INFORMATION The work specified in this contract is not licensee fee recoverable.
