SUBJECT:
MINUTES OF MEETING WITH NUMARC STS IMPROVEMENT C0 ORDINATION GROUP REGARDING PROGRESS OF WORK ON THE TECHNICAL. SPECIFICATIONS IMPROVEMENT PROGRAM On September 7, 1988, the NRC staff met with the NUMARC STS Improvement Coordination Group regarding progress in developing new Standard Technical Specifications (STS). NUMARC discussed its status of action items from the July 28, 1988, meeting including its schedule for submitting new STS and lead plant new technical specifications to the staff. The staff gave its current progress on staff action items.
The staff also provided status of its work on line item improvements, surveillance testing, and review of NSSS vendor topical reports.
New action items are documented in the attached action itein list.
Salient points of the meeting are mentioned below.
The staff commented on the desirability to address the proper use of technical specifications, especially the use of specification 3.0.3, in the new STS.
NUMARC responded that this issue will be addressed in section 3.0.
The staff informed the industry that radiologicsi effluents technical specifi-cations (RETS) will be handled by a generic let';er.
Current staff thinking is that rulemaking is not necessary because a generic letter will accomplish the intent of the Commission's Interim Folicy Statement in a more timely, efficient, and cost effective manner.
However, industry strongly urged that the staff go to rulemaking as the interim Policy Statement indicates.
NUMARC conynented that a revised Writer's Guide with sample specifications is to be issued by the end of September.
