Dear Sir:

We have recently learned that the U.S. Nuclear Comm-ission has proposed a new rule to clarify requirements new nuclear power plants must meet with regard to low-power testing.

It is our understanding that such low-power testing poses no threat to the residents living in the vicinity of such a plant and that the Commission feels that sirens should not be needed.

It is our opinion that we need to get on with the li-censing of plants like Seabrook which will serve the needs of this vital, growing economy safely and efficiently.

We have confidence that the Commission has studied the ramifications of low-power testing an$ hat the proposed rule should be applied with no further add.
