Dear Mr. Secretary:

The Commission's new rule which would permit low-power testing at the Seabrook Nuclear Power Plant without in-place sirens is valid and sensible.

There is little, if any, need for these sirens, especially during the 5% testing.

As you know, the Massachusetts State Administration is using the siren issue as another method to impede Seabrook licensing.

They have caused removal of sirens in at least one Massachusetts town in an effort to establish a claim that the testing can't be started because all requirements are not fulfilled.

This is another corrupt and insidious tactic to prevent the much-needed facility from obtaining a license for pre-liminary trials.
