Dear Sirs:

The U.S Nuclear Regulatory Commission (NRC) is proposing a change to the licensing requirements for a new nuclear plant. This change in policy states that off-site emergency sirens need not be in place when a plant is being tested for a short time by operating at less than 5 percent capacity.

This is a sensible change in policy and I believe it is important to New England's energy supply picture.

Low-power testing is the next step in realizing the Seabrook Station's full potential.

New England needs all the power it can generate.

Seabrook is built and ready to begin to add a critical boost to the area's reliable power supply.

Please approve this policy change.
