A meeting was held on September 20, 1988, at the West Valley site between the l

Departnent of Energy (00E) and the U.S. Nuclear Regulatory Commisrion staff l

and their respective consultants. A list of the meeting participi, ts is i

j attached as Enclosure 2.

The purpose of the Septecter 20 meeting was to address and resolve the remaining regulatory review concerns and questions related to solidification

)

of the 39 weight percent (w/o) supernatant in the Cement Solidification System j

(CSS). Previously (August 5, 1988, letter from M. Knapp to W. Bixby) the NRC k

j had transmitted review coments to the 00E.

In preparation for the September l

20, 1988, meeting the DOE had prepared (Enclosure 4) draft responses to the t

NRC. The five attachments included within Enclosure 4 were the major items of l

discussion at the meeting. An enclosed agenda (Enclosure 3) identifies the items covered at the neeting with the exception that a video presentation of I

the drum cell operations was provided instead of an actual tour of this facility which 1ad been closed over the lunch hour.

l W. Bixby (00E) in his opening remarks suavnarized the progress that had been cede since March of 1988 and the completion by 00E of the hot checkout testing program that had verified the integrated system operations and the suitability of the final waste cerent solidified product.

E. Maestas (COE) briefly expanded on the results of the limited production-scale operations and indicated that it was 00E's intention to forrally publish the Topical Report through its technical information center for public information and use. The hRC recomended that the Process Control Plan also be published and made an attachment to the Topical Report, which was agreed to by the 00E.

J. Surmeier (NRC) briefly sumarized NRC's cunsalting role in the review of 1

the cement solidification efforts for the decontaminated supernatant waste and commended the DOE on the successful completion of the limited production-scale I

operations.

M. Tokar (NRC) led the staff and consultants' discussions on the I

f remaining regulatory review comments ard questions that are sutinarized in. lists the regulatory items that remained following i

i the staff's evaluation of Enclosure 4.

Most of the items in Enclosure 6, with one exception, are considered to be points of clarificatien or suggestions for it"proving the understanding of the technical reports.

The one exception pertains to the initial ccmment in Enclosure 6 relative to Attachment 3.

There was considerable discussion at the meeting as to the need and importance of establishing a specific lower compressive strengi,h limit, below which 00E woulo need to take action to establish the cause for any significant drop from the qualification testing results.

This concern of the fiRC staff and 4

consultants is heightened by past experiences where, relatively small changes in the chemical composition of the waste / cement mixture would greatly alter the solidification process.

An agreement for resolving this concern was reached between tiRC and the DOE as reflected in Enclosure 7 under Attachment i

00E will recorrend specific linits to be used in the control of the cement i

solidification process.

The limits will be based on a statistical analysis of the test results from the qualification testing program on the modified formulation.

If the control limits are approached 00E will begin an analysis to establish the cause of the change including analyzing for changes in the constituents of the waste, evaluating the adequacy of process control testing

precedures and exenining the actual solidification process.

l was a meeting handout provided by the DOE in response to the staff's request for additional information on the penetrometer.

l The meeting ended with expressions of appreciation from both the DOE and the fiRC for the constructive review input and the willingness to fairly respond to 4

identified issues. The agreements reached between the DOE and the tiRC through j

the months of review since t' arch of 1988 and the impressive, favorable results of the qualification testing program will permit the tiRC staff and its t

j consultants to endorse DOE's plans in proceeding with full production operations l

to solidify the remaining decontaminated supernatant waste.

00E indicated its intention to revise the five attachments included within Enclosure 4 to J

reflect the discussions and agreenents reached at the September 20, 1988, reeting and to foimally resubmit the documents to the tiRC, I

Attachment 1 is a draft topical report on waste fom qualification which will be published by the 00E Technical Infomation Center,

' is a revised Process Control Plan (PCP) incorporating review comments. Attachment 3 are resolutions to additional NRC coments on the FCP. Attachments 4 and 5 are a conceptual short and long-term testing program for cement waste.
