With respect to your "clarification of emergency planning requirements for low-power licenses" I support your new rule that the off-site emergency sirens need not be in place when low level tests take place.

-l It is Besential to get Seabrcok and other nuclear plants operating as soon as possible. We need to end the delays and get them into production.
