Dear Mr. Martin:

Reorganization of PCE's Nuclear Quality Assurance Department As discussed in a meeting with members of your staff on May 11, 1988, we plan to reorganize PGE's Nuclear Quality Assurance Department. The shifts of responsibilities, changes in titles and new organizational structure are covered in the enclosed Interim Change 188-1 to PGE's Nuclear Quality Assurance Program for the Trojan Nuclear Plant (PGE-8010, Revision 11) .

In addition to the reorganization, Interim Change 188-1 incorporates the comments in your letter dated May 19, 1988, and pursuant to our discussions at the meeting, as follows:

1. Changes Incorporated.

a. Revised Section 1.2.2.1.2.2.k will require the Quality Operations Branch Manager to review and concur with all quality-related purchase requisitions and material services requests,

b. Revised Section 1.2.2.1.2.3.b will require the Quality Support Services Branch Manager to Review and concur with Nuclear Division and departmental procedures which implement QA Program requirements.

2. The responsibility for vendor surveys and audits will be assigned to the Quality Operations Branch Manager, as covered in revised Section 1.2.2.1.2.2.c.

3. The responsibility for the welding program has shifted from Nuclear Plant Engineering to the General Manager, Trojan Nuclear Plant (see Sections 1.2.2.1.3.1 and 1.2.2.1.4 as revised by Interim Change 187-1). As a result, welding procedures are now on-site procedures approved by the Plant Review Board. The Quality Operations Branch Manager will be a Plant Review Board member as shown in revised Section 1.2.2.1.2.2.f. In addition, the Quality Support Services Branch Manager will review and concur ,

with all quality-related procedures in accordance with revised Section 1.2.2.1.2.3.b.

We intend to implement Interim Change 188-1 on or about July 1, 1988, assuming your review confirms our assessment that this proposed change does not constitute a reduction of QA commitments. We also plan, in the next several months, to transmit for your review a proposed Revision 12 to PGE's Nuclear Quality Assurance Program which will incorporate all interim changes made to hevision 11 including the organizational changes.
