VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2

_ CHANGES TO THE ASME SECTION XI INSERVICE TESTING PROGRAM FOR PUMPS AND VALVES On March 29 and 30, 1988, meetings were held between the NRC and Virginia Electric and Power Company to discuss NRC questions and concents pertaining to the Surry Units 1 and 2 Section XI Inservice Testing (IST) Program for Pumps and Valves. As a result of these meetings, the Inservice Testing Programs for Pumps and Valves for Units 1 and 2 have been revised. In this submittal are 5 copies of the revised programs (Revision 4 for Unit 1 and Revision 2 for Unit

2) along with one set of Unit 1 supporting drawings. Another set of drawings was sent airectly to EG8G per your instructions.

Also included are Attachment 1, which contains the original NRC questions and coments , the formal response: to the questions and convents and a description of changes to the programs, and Attachment 2, which contains the maximum value of full-stroke times for Unit ) valves.

We intend to implement the revised IST Program before the final SER is issued.

The revised program has received a detailed review by the NRC and NRC recomendations have been incorporated. Therefore, the revised program represents current industry practices and should be implemented in a timely manner.

i We will have quarterly procedures for Units 1 and 2 revised to the new IST programs by 6/1/89 unless a different implementation date is given in the

programs. Cold shutdown and refueling procedures will be revised by the next refueling for each unit. Open item 0.4 in Attachment 1 and the maximum values of full stroke tines not listed in Attachment 2, will be determined by December 1, 1988. The comparable values for Unit 2 will also be determined within this same timeframe.
