Dear Mr. Healy:
This letter addresses the inspection of your facility located in New York City conducted by Messrs. Walter P. Haass an'l Robert L. Pettis, Jr., of this office during the period of August 3-5, 1986, and the discussion of their findings with Mr. Sal Sparacino and other members of your staff at the conclusion of the inspection.
The purpose of the inspection was to review the pertinent procedures and records of implementation to determine the validity of concerns raised by a former Ebasco employee who alleged that certain NRC requirements and regula-tions were circumvented in the evaluation of safety-related vendors and in the procurement of safety-related components and materials for the Waterford Steam Electric Stution during the period of 1981 through 1983. The specific areas examinea curing the inspection ano our findings are discussed in the enclosed report.
In adcition to the review of procedures and records, this inspection consisted of interviews with personnel, including telephone conversations with those personnel not physically located in New York, and observations by the inspectors.
Within the scope of this inspection, no instances were founo where Ebasco failed to meet NRC requirements and regulations. Records and related proce-cures reviewed incluced lists of approved vandors, vendor evaluation audits for several venoors, qualificatiun records of auditors and lead auditors, and audits of quality assurance activities by the licensee. The inspectors con-cludeo that the allegation could not be substantiated, in accordance with 10 CFR 2.790 of the Conmissicn's regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Docurrent Roon.
