NARRATIVE This nomination of Priscilla Dwyer is based on her consistently outstanding performance in spite of physical handicaps that would have overwhelmed the spirit and productivity of most individuals. Ms Dwyer is an innovative thinker who routinely is assigned difficult work due to her recognized  ;

capabilities. She requires virtually no supervision in addressing a wide i range of diverse problems. Priscilla's recent activities include develop- l ment of important new regulations, contributions to legislative initiatives l that significantly improved one aspect of nuclear security in the comer-  !

cial sector, and outstanding performance in the capacity of project officer for the accumulation of material for the Commission's use in providing ,

testimony in a Congressional hearing dealing with a variety of complex and i sensitive issues. She has been the recipient of two high quality step l increases in recognition of her outstanding work. j Ms. Dwyer's diabetic (overpresent physical 20 years), which condition has led results to renalfrom being(a failure kidney juvenile trans-plants in 1981 and 1987); serious problems with vision resulting in multiple surgery procedures to both eyes, pan-cryogenic treatment to one

^ve, surgery to correct a detached retina, and cataract surgery on both eyes; and limited mobility resulting from chronic circulatory problems caused by imunosuppresive drugs (due to transplants), leading to ,

osteomyelitis in her left foot requiring multiple surgeries extended over a 5-year period.

From the standpoint of the nominee's cheerful and pleasant attitude and her consistently superior level of performance, it is sometimes difficult to regard her as "handicapped." Because of her dedication and sense of duty, she sometimes places her job responsibilities over her personal well-being. On several occasions, when hospitalized, she was provided important assignments at her request. Her work was, as usual, outstanding.

In another instance, although obviously very ill (shortly before her most recent kidney transplant), she appeared before an industry group, at her insistence, to provide details concerning a controversial regulatory matter. Again, she did a superb job. She is highly respected by her co-workers, management at all levels, and by professional contacts, both in and out of government.

By virtue of her dedication and always outstanding performance under adverse circumstances, the nominee serves as an inspiration to others.

Ms. Dwyer is a credit to her agency and to the United ?tates Government.
