INSPECTION REPORT NO. 70-7002/98-207

Dear Mr. Miller:

The Nuclear Regulatory Commission conducted a routine and announced inspection of the Portsmouth Gaseous Diffusion Plant's material control and accounting (MC&A) safeguards program on September 28 - October 2,1998. The inspection consisted of selective examinations of core procedures and representative records, interviews with personnel, and observations of activities in progress. The scope and results of the inspection are summarized in the enclosed report which a'so includes details of the inspection.

At the conclusion of the inspection, no violations, inspection followup items, or unretolved items were identified. Three Compliance Plan items were reviewed and closed and one prior unresolved item was reviewed and remains open.

Under the provisions of Section 2.790 (d), reports containing information related to a licensee's MC&A program are exempt from public disclosure. Accordingly, the enclosure will n21 be placed in the public document room.
