Dear Mr. MacDonald:

Nuclear Assurance Corporation has revised the operating procedures for the NLI-6502 (AECL) cask in response to comments from Mr. C. Williams of the USNRC.

The changed procedures relate tc the placarding of the cask as "Empty" per 49CFR173.427. A copy of the revised page of the procedure is attached.

7 If necessary, remove the lid and make surveys or measurements for calculating the residual contamination in the cask cavity.

4.0 Secure the lid with the 24 1" hex nuts and torque to seat the inner face of the lid on the end sealing face of the cask.

Torque to be 150-200 ft1b.

Tighten bolts in an alternating pattern that is diagonally opposite, i.e. nut #1, nut #13, nut #2, nut

  1. 14, etc.

5.0 Remove any remaining moisture that may be in the cask by attaching an air line to the outlet on the "A" lid and blow air into the cask to drive the moisture out the drain valve. When complete close the drain valve, remove the air supply and replace the cap.

PREPARATION FOR SHIPMENT 1.0 Measure and record the external loose contamination levelandestablishtgatitisnotabovetheallowable dpm/cm'of 2200 dpm/cm beta-gamma activity, and 220 levels alpha activity.

2.0 Measure the external radiation level of the surface of the cask and at 1 meter from the surface. Record and establish that it is not above the allowable levels of 200 'nr/hr at the surface and 10 mr/hr at a distance of 1 meter.

3.0 Label and placard the cask and trailer as required by the internal residual contamination level and the external radiation measurement. An "Empty" label may be affixed, provided that the cask meets the requirements of 49CFR173.427 for empty radioactive materials packaging.

4.0 Load the cask on the trailer using the horizontal lifting yoke. The "A" end of the cask is towards the front of the trailer.

5.0 Bolt the cask to the trailer using the four 1-1/2" bolts. Torque to 600 ftib.

6.0 Install the cask surface thermometer bulb into the well on the side of the cask.

7.0 Lift the safety cage over the cask using the lifting lugs at each end of the cage.
